Kentucky Senate bill targeting planning and zoning rules moves on to the House of Representatives

The Kentucky Legislature is looking at a bill that requires local planning and zoning rules for subdivision and development projects be written clearly and applied consistently.

Senate Bill 53, sponsored by Senator Reggie Thomas, says public debate on subdivision and development projects would be available throughout the process.

Local officials would still be able to use discretion if a developer requests an exception or if a proposal would create a clear threat to public health or safety. Public hearings and community input remain part of the process.

 As lawmakers focus this session on housing supply and affordability, Thomas said clarity in the approval process matters.

Thomas, a Democrat out of Lexington, emphasized that the legislation strengthens accountability in local decision-making. He said, “This bill reinforces the rule of law,” he said. “It requires decisions to be grounded in written standards while preserving the authority to protect healthy and safe living conditions.”

SB 53 passed the Senate unanimously and now goes to the House for further consideration.
