Big Sandy Community and Technical College appoints new President

William Scott Rule was announced President and CEO of Big Sandy Community and Technical College Friday.

The Kentucky Community and Technical College System has selected William Scott Rule as President and CEO of Big Sandy Community and Technical College.

The announcement of Rule’s selection was made Friday by Larry Ferguson, acting President of the Community and Technical College System.

“I am elated to announce the appointment of Dr. Rule, as the new president of Big Sandy Community & Technical College,” Ferguson said in a release. “Dr. Rule brings experience and passion to the position and will be a great servant leader for BSCTC and the communities it serves.”

Rule has spent more than 30 years as an educator. He comes from his most recent position as President of West Georgia Technical College and has also served as commissioner for data, planning and research for the Technical College System of Georgia.

“During the intensive search process, I have been incredibly impressed with the people within the college who have a passion for what they do,” Rule said in a release. That same passion was also evident and matched among the community members who support the college and rely on us as a means to economic prosperity for Eastern Kentucky.”

Big Sandy Community and Technical College spans four campuses across eastern Kentucky, including Hager Hill, Mayo, Pikeville and its headquarters in Prestonsburg.

Rule is set to begin his new role January 1.

Shepherd joined WEKU in June 2023 as a staff reporter. He most recently worked for West Virginia Public Broadcasting as General Assignment Reporter. In that role, he collected interviews and captured photos in the northern region of West Virginia. Shepherd holds a master’s degree in Digital Marketing Communication and a bachelor’s in music from West Virginia University.
