Kentucky Senate Approves Legislation Tied To Governor's Executive Order On Disaster Assistance

Quick action in the Kentucky House and Senate Friday affirmed Governor Beshear’s executive order last month for winter storm relief.  Pikeville Senator Phillip Wheeler said the votes in both chambers Friday demonstrate the legislature can delegate emergency powers quickly and effectively.

“We as the legislature will soon adjourn, but while we are here we have the ability to confirm and extend our governor’s authority to deal with these devastating natural disasters,” said Wheeler.

Wheeler said that action can be taken without the need for a five-day special session.

Some members objected to the quick action on the bill.   While admitting families in areas affected by the winter storm and flooding need assistance, Louisville Senator Morgan McGarvey said the legislative action could have come much earlier in the current session   “There’s a right way to do it.  We had the opportunity and the chance to do it the right way.  We made the choice not to,” said McGarvey.

McGarvey says legislative action could have come much sooner and not mean just one reading of the bill instead of the traditional three readings over three days.
