Discussion Of Hemp Legislation Grows Into Larger Conversation

Senate committee consideration of a House approved measure regarding hemp turned into a larger discussion Tuesday.

Senate President Pro Tem David Givens cited concerns in other ag sectors such as declines in the number of dairy farms, an aging farmer population, and a heavy corporate production emphasis in poultry. Givens said hemp has been heavily promoted, but some farmers are feeling let down. “I’m behind the farm store counter with farmers telling me they can’t pay for their inputs for last year because they can’t sell their hemp crop.  This is personal to me, but more importantly this is devastating to these families,” said Givens.

Kentucky Agriculture Commissioner Ryan Quarles said his office emphasizes the financial risks found in hemp production.  He noted there has been disruption in the hemp market. The Ag commissioner added more may be able to be done with the licensing of hemp processors.  “What we might do in considering moving forward is consider ways that the department may be able to have a more hands on role with encouraging our processors to fulfill their obligations,” explained Quarles.

Quarles noted payment to farmers can’t be guaranteed through licensing.  The senate committee approved the House bill which helps align the state hemp program with federal guidelines.  Bill Sponsor Matt Koch said it also allows the University of Kentucky to contract with other labs for testing hemp.
