Kentucky State Police

UPDATE 5:07 pm 08/06/15

Police have charged an Oregon man with use of a weapon of mass destruction after discovering an alleged improvised explosive device in his car during a traffic stop on interstate 24 in Lyon County.

KSP stopped 45-year old Michael Jack Higgs around 9:30 Thursday morning.

The traffic stop and investigation halted interstate traffic for more than an hour to allow for the detonation of the alleged IED.

Higgs faces a number of felony charges in connection with the traffic stop

Original Post:

Kentucky State Police say a man has been arrested after troopers found a possible bomb inside a vehicle during a traffic stop.

Police said in a statement that east and west bound lanes on Interstate 24 were shut down Thursday after troopers stopped a vehicle traveling east near Eddyville and noticed what appeared to be a small improvised explosive device.

Police ordered the interstate closed in both directions while the agency's hazardous material unit was called out to inspect the suspicious device. All lanes are open now.

Police did not release the name of the person arrested. A statement said more information would be released later in the day.
