U.S., Turkish Negotiations Deadlocked

The Bush administration urges Turkey to allow the United States to station ground troops in the country in preparation for a possible war against Iraq. But Turkey demands an increase in a proposed U.S. aid package before approving the deployment. NPR's Guy Raz and NPR's Tom Gjelten report.
