Bush Budget Proposes Big Changes to Health Care

President Bush's budget proposal calls for significant changes to Medicare and Medicaid. Bush wants to fundamentally restructure the health-care programs and include a new prescription-drug benefit for seniors and disabled Americans. NPR's Julie Rovner reports.
