State Program Drills Parents on Child Care

Caleb Hisle plays with colored blocks as part of the HANDS program for first-time parents. The program teaches parents how to interact and bond with their children.

At 2 1/2 years old, Caleb Hisle likes to sing “The Itsy Bitsy Spider,” holding his Elliot the Elephant and playing blocks with his dad. HANDS program home visitor Amber Azbill said all those activities can be used to further Caleb’s development, and help him bond with his parents. The state program was created in 2000. HANDS, Health Access Nurturing Development Services, is free to all new parents, regardless of income.
