Four years after Kentucky passed a ban on texting while driving, police say it remains a difficult law to enforce.
The ban allows drivers to dial phone numbers, use G-P-S maps, and browse online.

Last year, law enforcement agents issued more than 1,800 citations, but 38-percent of them were dismissed in court, largely because texting could not be proven.
Two Louisville lawmakers have filed a bill to ban the use of phones while driving except when the driver is using hands-free technology.
The bill's sponsors doubt the legislation will pass the current General Assembly, but say they'll try again next year.
