Pre-emption Pre-empted

Secretary of State Colin Powell made the rounds of the Sunday talk shows -- all of them -- to broadcast the message that the United States would not be launching a military attack against North Korea. NPR Senior News Analyst Daniel Schorr says that this policy represents a big step back from the president's tough talk on pre-emption against threats to America's national security.
